Lucasville Branch Stream Restoration – Notice to Bidders
The Scioto County Public Library Board of Trustees will receive sealed bid proposals for the LUCASVILLE BRANCH OF THE SCIOTO COUNTY PUBLIC LIBRARY STREAM RESTORATION, hereinafter referred to as the “Project”.
The Engineer’s Estimate for the entire project is $224,200.

The Contract Documents including the Construction Drawings may be seen at the offices of Scioto County Public Library and/or Sands Decker CPS, LLC. Copies of the documents may be obtained upon receipt of the non-refundable printing cost of $25.00 per set, payable to Key Blue Prints, Inc. plus a non-refundable shipping charge. Printed documents will be sent via the prospective Bidder’s delivery method of choice, the shipping charge will depend on the shipping method chosen. The date that the documents are transmitted will be considered the prospective Bidder’s date of receipt of the documents. Partial sets of documents will not be available. Neither Owner nor Engineer shall be responsible for full or partial sets of documents, including Addenda, if any, obtained from sources other than those listed above.

Bid proposals must be placed in a sealed envelope marked LUCASVILLE BRANCH OF THE SCIOTO COUNTY PUBLIC LIBRARY STREAM RESTORATION and include the full name and address of the person or entity submitting the bid and must be delivered to the Scioto County Public Library, ATTN: Fiscal Officer, 1220 Gallia Street, Portsmouth, Ohio 45662, on or before 12:00pm local time on Tuesday, August 20 at which time all closed sealed bids received will be opened and read before the Board of Trustees at the public meeting of the Board.
A bid bond or certified check in the amount of ten percent (10%) of the bid price must be submitted with each proposal conditioned that the bidder, if the bid is accepted, shall execute a contract in conformity with the invitation and the bid. The Successful bidder is required to furnish a performance bond or certified check in the amount of one hundred percent (100%) of the total bid price.
The project is subject to the following special provisions:
- Owner is tax exempt.
- Insurance requirements.
- Substantial completion for the entire project no later than November 1, 2024.
- Project is subject to liquidated damages for failing to complete the project within the specified time ($200/day).
The Scioto County Public Library Board of Trustees reserves the right to reject any or all bids, to waive any informality in bids or to accept in whole or in part such bid or bids as may be deemed in the best interest of the purchaser. The contract will be awarded to the lowest and best most responsive bidder.
